Since cycling can contribute to sustainability, shared-bicycle schemes have been encouraged as a green technology. In Chinese cities, however, dockless app-based bicycle-sharing systems have become a blight, resulting in tremendous waste. Ironically, this stems from the success of DABS—their rapid development and adoption. As an “emergent” technology, DABS in China consist in the confluence of existing technologies and extra-technological factors, situations different from the sum of their parts, where negative consequences are more difficult to identify and address. Additionally, DABS in (...) China are a case of private, app-based technology providing a good traditionally regulated by municipal governments. For these reasons, it provides valuable lessons: The negative consequences associated with DABS in China result from a lack of policy formulation and implementation, failing to consider and address extra-technological dimensions. Private technology companies should not be left to ensure these goods, and municipalities must craft policies to ensure stakeholder interests. (shrink)

This work explores the significance of two recurring themes in the thought of Gilles Deleuze: his critique of psychoanalysis and praise for Anglo-American literature. Tracing the overlooked influence of English writer D.H. Lawrence on Deleuze, Rockwell Clancy shows how these themes ultimately bear on two competing 'political anthropologies', conceptions of the political and the respective accounts of philosophical anthropology on which they are based. Contrary to the mainstream of both Deleuze studies and contemporary political thought, Clancy argues that (...) the major contemporary importance of Deleuze’s thought consists in the way he grounds his analyses of the political on accounts of philosophical anthropology, helping to make sense of the contemporary backlash against inclusive liberal values evident in forms of political conservatism and religious fundamentalism. This article describes the development and teaching of a course on global engineering ethics in Shanghai Jiao Tong University, China. It outlines course objectives, methods, and contents, and instructor experience and plans for future development. This is done with the goal of helping educators to plan standalone courses and/or integrated modules on global engineering and technology ethics, which address challenges arising from the increasingly cross-cultural and international environments of contemporary technology and engineering practice. These efforts are motivated by the global (...) environments of engineering, as well as recent research in empirical moral psychology. Although this course was developed and taught in China, as a course on global engineering ethics taught to students from throughout the world, its approach could be beneficial elsewhere. (shrink)

To develop more effective ethics education for cross-cultural and international engineering, a study was conducted to determine what Chinese engineering students have learned and think about ethics. Recent research shows traditional approaches to ethics education are potentially ineffective, but also points towards ways of improving ethical behaviors. China is the world’s most populous country, graduating and employing the highest number of STEM majors, although little empirical research exists about the ethical knowledge and perspectives of Chinese engineering students. When compared to (...) engineering students in the US, Chinese engineering students received less ethics education; the form of the education they did receive stressed virtue ethics or the development of moral character; conceive of ethics in contradistinction to the law, where ethics deals with matters of right and wrong not covered by legality. Based on these findings and research in moral psychology and behavioral ethics, recommendations are made for improving engineering ethics education both in China and abroad. (shrink)

Engineering is more cross-cultural and international than ever before, presenting challenges and opportunities in the way engineering ethics is conceived and delivered. To assist in providing more effective ethics education to increasingly diverse groups, this paper shares three related projects implemented at the University of Michigan-Shanghai Jiao Tong University Joint Institute (China). These projects are united in their attempts to address challenges arising from the increasingly global nature of engineering. The first is a course on global engineering ethics, developed for (...) and attended by engineering students from diverse backgrounds. The second is a website hosting contents on global engineering ethics education and conducting research related to cross-cultural moral psychology. The third explores methods of assessing engineering ethics and moral development, using paradigms of ethical decision-making. Although these projects were developed in a Chinese-US collaboration with university students, these contexts could facilitate the adoption of similar programs elsewhere, with practicing engineers. As is well known, ethics occupies a prominent role in Emmanuel Levinas’s philosophy. However, considerable controversy exists surrounding the nature of this prominence. Two main lines of thought exist in the secondary scholarship, one that attempts to develop in Levinas’s philosophy something resembling a traditional theory of ethics and another that treats Levinas’s concern with ethics as substantially different from traditional ethical theories.1 In what follows I argue that the centrality of ethics to Levinas’s philosophy is for phenomenological purposes, describing (...) the nature of ethical relations and teasing out their implications, for the sake of criticizing and reformulating traditional understandings of. This paper describes the motivations and some directions for bringing insights and methods from moral and cultural psychology to bear on how engineering ethics is conceived, taught, and assessed. Therefore, the audience for this paper is not only engineering ethics educators and researchers but also administrators and organizations concerned with ethical behaviors. Engineering ethics has typically been conceived and taught as a branch of professional and applied ethics with pedagogical aims, where students and practitioners learn about professional codes and/or Western (...) ethical theories and then apply these resources to address issues presented in case studies about engineering and/or technology. As a result, accreditation and professional bodies have generally adopted ethical reasoning skills and/or moral knowledge as learning outcomes. However, this paper argues that such frameworks are psychologically “irrealist” and culturally biased: it is not clear that ethical judgments or behaviors are primarily the result of applying principles, or that ethical concerns captured in professional codes or Western ethical theories do or should reflect the engineering ethical concerns of global populations. Individuals from Western educated industrialized rich democratic cultures are outliers on various psychological and social constructs, including self-concepts, thought styles, and ethical concerns. However, engineering is more cross cultural and international than ever before, with engineers and technologies spanning multiple cultures and countries. For instance, different national regulations and cultural values can come into conflict while performing engineering work. Additionally, ethical judgments may also result from intuitions, closer to emotions than reflective thought, and behaviors can be affected by unconscious, social, and environmental factors. To address these issues, this paper surveys work in engineering ethics education and assessment to date, shortcomings within these approaches, and how insights and methods from moral and cultural psychology could be used to improve engineering ethics education and assessment, making them more culturally responsive and psychologically realist at the same time. The Ontology for Biomedical Investigations (OBI) is an ontology that provides terms with precisely defined meanings to describe all aspects of how investigations in the biological and medical domains are conducted. OBI re-uses ontologies that provide a representation of biomedical knowledge from the Open Biological and Biomedical Ontologies (OBO) project and adds the ability to describe how this knowledge was derived. We here describe the state of OBI and several applications that are using it, such as adding semantic expressivity to (...) existing databases, building data entry forms, and enabling interoperability between knowledge resources. OBI covers all phases of the investigation process, such as planning, execution and reporting. It represents information and material entities that participate in these processes, as well as roles and functions. Prior to OBI, it was not possible to use a single internally consistent resource that could be applied to multiple types of experiments for these applications. OBI has made this possible by creating terms for entities involved in biological and medical investigations and by importing parts of other biomedical ontologies such as GO, Chemical Entities of Biological Interest (ChEBI) and Phenotype Attribute and Trait Ontology (PATO) without altering their meaning. OBI is being used in a wide range of projects covering genomics, multi-omics, immunology, and catalogs of services. OBI has also spawned other ontologies (Information Artifact Ontology) and methods for importing parts of ontologies (Minimum information to reference an external ontology term (MIREOT)). The OBI project is an open cross-disciplinary collaborative effort, encompassing multiple research communities from around the globe. To date, OBI has created 2366 classes and 40 relations along with textual and formal definitions. The OBI Consortium maintains a web resource providing details on the people, policies, and issues being addressed in association with OBI. (shrink)

The article argues that mainstream value-sensitive approaches to design have been based on narrow understandings of personhood and social dynamics, which are biased toward Western Educated Industrialized Rich and Democratic cultures and contradicted by empirical evidence. To respond to this weakness, the article suggests that design may benefit from focusing on user behaviours from the joint perspective of values and norms, especially across cultural contexts. As such, it proposes Norm Sensitive Design as a complement to value-sensitive approaches when designing and (...) implementing new technologies. Versus values, norms serve as more accurate predictors or descriptors of behaviours and can thus support value-sensitive approaches to realize the aspiration of informing user behaviour via design. The article makes two key contributions. On the theoretical side, it promotes the consideration of norms in design. On the practical side, it offers designers and instructors prompts for reflecting on design ethics from the perspective of norms. (shrink)

Reading the Republic without reference to the less familiar Laws can lead to a distorted view of Plato's political theory. In the Republic the philosopher describes his ideal city; in his last and longest work he deals with the more detailed considerations involved in setting up a second-best 'practical utopia.' The relative neglect of the Laws has stemmed largely from the obscurity of its style and the apparent chaos of its organization so that, although good translations now exist, students of (...) philosophy and political science still find the text inaccessible. This first full-length philosophical introduction to the Laws will therefore prove invaluable. The opening chapters describe the general character of the dialogue and set it in the context of Plato's political philosophy as a whole. Each of the remaining chapters deals with a single topic, ranging over material scattered through the text and so drawing together the threads of the argument in a stimulating and readily comprehensible way. Those topics include education, punishment, responsibility, religion, virtue and pleasure as well as political matters and law itself. Throughout, the author encourages the reader to think critically about Plato's ideas and to see their relevance to present-day philosophical debate. No knowledge of Greek is required and only a limited background in philosophy. Although aimed primarily at students, the book will also be of interest to more advanced readers since it provides for the first time a philosophical, as opposed to linguistic or historical, commentary on the Laws in English. ALSO THERE IS AN ARGUMENT THAT THE EXPRESSION "VIOLATION OF NATURAL LAW" SIGNIFIES A CONFUSION IN WHICH THE IDEAS OF NATURAL LAW AND LEGAL LAW COLLAPSE INTO EACH OTHER. NEITHER OF (...) THESE ARGUMENTS IS EFFICACIOUS. FURTHERMORE, THE CONTENTION THAT THERE CAN BE NO SUCH THING AS ESTABLISHING THE "ABSENCE" OF A NATURAL CAUSE IS OPEN TO OBJECTION. We introduce a linear analogue of Läuchli's semantics for intuitionistic logic. In fact, our result is a strengthening of Läuchli's work to the level of proofs, rather than provability. This is obtained by considering continuous actions of the additive group of integers on a category of topological vector spaces. The semantics, based on functorial polymorphism, consists of dinatural transformations which are equivariant with respect to all such actions. Such dinatural transformations are called uniform. To any sequent in Multiplicative Linear Logic (...) , we associate a vector space of“diadditive” uniform transformations. We then show that this space is generated by denotations of cut-free proofs of the sequent in the theory MLL + MIX. Thus we obtain a full completeness theorem in the sense of Abramsky and Jagadeesan, although our result differs from theirs in the use of dinatural transformations.As corollaries, we show that these dinatural transformations compose, and obtain a conservativity result: diadditive dinatural transformations which are uniform with respect to actions of the additive group of integers are also uniform with respect to the actions of arbitrary cocommutative Hopf algebras. Finally, we discuss several possible extensions of this work to noncommutative logic.It is well known that the intuitionistic version of Läuchli's semantics is a special case of the theory of logical relations, due to Plotkin and Statman. Thus, our work can also be viewed as a first step towards developing a theory of logical relations for linear logic and concurrency. (shrink)

The idea of freedom plays a key role in Plato's moral and political thought. In the Republic justice is shown to be beneficial because the just man alone is truly free. There are parallels here with modern discussions of freedom. The Laws argues that to be free a city must avoid the extremes of liberty and of authoritarianism. The legislator should rely on persuasion, not force, so that people willingly obey his laws. The underlying idea is that we are free (...) if we willingly follow the demands of reason rather than being coerced by external forces or by unruly desires. (shrink)

The question of what counts as a successful outcome of the process of genetics counselling has recently become central because of the increasing calls for efficiency in health care, and for means of measuring efficiency. Angus Clarke has drawn attention to this trend, and has argued against both a measure in terms of the number of terminations of pregnancy performed as a result of counselling, and an assessment in terms of the contribution of genetics counselling to a national eugenics policy. (...) He suggests instead a measure of workload. There are good arguments for supporting Clarke's position up to a point. In looking for an appropriate measure, much turns on how genetics counselling is defined. It is here understood in the context of an autonomy model of health care. It is argued that there is a contradiction between such an interpretation and the termination measure of outcome. The political philosophy underlying this outcome is also defective. Workload is not sufficient as a measure of outcome however; it is essential to look at the proper goals of an activity. It is argued that these must be connected in some way with the genetic health of the population; that the promotion of reproductive autonomy itself is not sufficient as a goal. The concern for genetic health, however, is interpreted in a way that avoids Clarke's concerns about a national eugenics policy. (shrink)
